Welcome to the California state agency webpage. This page contains information and tools for California state agencies, boards, departments and offices (BDOs) that report their greenhouse gas emissions (GHGs) to the California Climate Action Registry. The most used information is posted first, followed by more information that will be useful to many agencies. This information is categorized as follows.

  1. Schedule of events
  2. Gathering data
  3. Reporting indirect emissions
  4. Hiring a verifier
  5. Defining boundaries
  6. Additional tools

In addition to managing the State agency webpage, the California Registry runs a State Agency Work Group. This work group offers state agency members additional support through quarterly meetings and supplemental webinar trainings. Please feel free to download materials and check back periodically for updates and new information.

Electricity Use in DGS Buildings

Does your agency or BDO occupy a building or floor that the Department of General Services (DGS) manages or leases to you? This Excel spreadsheet will give you access to the annual electricity used by DGS-managed buildings in 2008. To calculate your annual GHG emissions from electricity use, you will need to determine the amount of space you occupy in the building. This is a ratio of the square footage your agency or BDO occupies in proportion to the total building space. You can find more guidance on estimating annual electricity emissions below.

Voyager

Voyager Fleet Systems maintains fuel purchase accounts for most state agencies. To request Voyager data, you willneed a list of the vehicles that you would like to queryand the Voyager account numbers (at least the first 9 digits) or vehicle license numbers. Voyager will provide the annual fuel purchased for each Voyager account number by reporting year in one Excel document. If the agency or BDO has a large vehicle fleet, Voyager may have to mail the reports on a CD because the size of the file may be too large to email.

Reporting indirect emissions

Utility Specific Emission Factors
Below is a table of utilities that are California Registry Members. As part of their reporting requirements, these utilities provide an efficiency metric (lbs. CO2/MWH) for the electricity they deliver to their customers. This metric is referred to as a utility-specific electricity delivery metric. These metrics provide the most accurate reflection of the GHG emissions created by the electricity your agency or BDO consumes each year. You can use these metrics in place of the ones listed in the DGS spreadsheet to more accurately report your annual indirect electricity consumption.

2008 Sacramento central plant breakdown of annual electricity consumption and heating and cooling

This Excel spreadsheet contains a list of all buildings served by the DGS-managed Sacramento Central Plant, and their gross square footage. You can use these figures to estimate indirect electricity as well as heating and cooling for buildings served by this plant.

Please note that you will need the total square footage you rent for each building to calculate the percentage of electricity and/or heating and cooling that your organization consumed. For more guidance on how to do this, please see the California Registry guidance on estimating annual electricity use for leased space below.

State Property Inventory

DGS maintains a State Property Inventory (SPI) database that State agencies and BDOs can query for leased and owned buildings. This is a good place to start if you’re building your inventory for the first time. Please note that it is best to double-check with your Administration group to make sure that the facility list is complete and accurate.
